Before David Brouillette shot and killed Johan Sebastián Durán Guerrero in Biddeford, there were warning signs that should have mattered to any agency deciding whether to give him federal arrest authority and a firearm. His history included domestic violence allegations (we believe her), a protection order case, conflicts at previous public service jobs and a recorded statement that his ex-wife and the women and girls in her family deserved to have their throats cut. ICE has not explained whether it knew about those warnings, whether it investigated them or whether it decided they were acceptable.
